From Dos Vientos to Santa Rosa Valley, our team designs, permits and builds accessory dwelling units, starting with two questions every Conejo Valley lot raises: who issues the permit, and which oaks stand in the way.
California ADU law (Government Code 66310-66342). Coastal, hillside and fire-zone lots can carry extra local rules.

Every project below runs through the same office, from first measurements to the final sign-off. Pick the unit type that matches your lot and household, or start with design and permits if you are still comparing options. On most Thousand Oaks properties the right answer depends on oaks, slope, garage layout and whether the city or the county reviews the plans.

A new unit joined to the main house along a shared wall, useful where the yard is narrow or a long utility trench would cost more than a short connection.

ADU builders in Thousand Oaks
Thousand Oaks ADU Builder Pros plans and builds second homes on existing residential property in the Conejo Valley. The list covers detached backyard cottages, attached additions, garage conversions, junior ADUs carved out of a spare bedroom, and second-story units over a garage. One team draws the plans, assembles the permit file, prepares the site and builds the unit, so nothing falls between a designer, an expediter and a contractor who never talk to each other.
Building here is not like building in the flat grid of the San Fernando Valley. Much of the city grew up under council-approved specific plans, a great many yards hold protected oaks, and several Newbury Park streets with a Thousand Oaks mailing address are really unincorporated Ventura County. We pin those facts down before anyone sketches a floor plan, because each one moves the footprint, the schedule or the budget.
See How We Build ADUsADU project types
Below are the pairings we see most often between a neighborhood's housing stock and the ADU that suits it. None of them is a promise about a specific address; every lot gets its own survey, oak check and jurisdiction check. They show how era, terrain and permitting agency point a project toward one unit type or another.

The city's newest ADU ordinance took effect in 2026, and HCD flagged parts of it as out of step with state law within months. For owners, the practical rule is simple: state law sets the floor. Agencies get 15 business days to declare a file complete or incomplete, and on a lot with an existing house, 60 more days to say yes or no.
How ADU permits work in Thousand OaksThree phases, each with a clear handoff. The order matters because a surprise found during the build, such as an undersized sewer lateral or an oak root mat, costs far more than the same finding made during design.

01
We confirm whether the city or the county has jurisdiction, pull the specific plan and HOA rules, map oaks and slope, and check utilities. Then we draw a floor plan and site plan you approve before engineering begins.
02
We submit to the Thousand Oaks Planning and Building Divisions or to Ventura County, along with any oak tree permit, then answer correction letters until the permit is issued. State timelines for completeness and approval apply to both agencies.
03
Site work comes first: foundations, trenching and utility connections. Framing, rough trades, inspections, insulation, drywall and finishes follow, ending with the final inspection and the clearance that lets someone move in.

Why build an ADU in Thousand Oaks
Conejo Valley households tend to stay. Grown children come back after college, parents move closer to grandkids, and owners who bought decades ago often have more yard than they use. A second unit gives the family another front door on land it already owns, without selling, without a second mortgage on a second property, and without leaving the neighborhood.
Rental demand is steady too. Nurses and staff at the local hospitals, people working at the corporate and biotech campuses along the 101, and Cal Lutheran faculty and graduate students all look for small places close to work. State law allows ADU rentals on terms longer than 30 days, and no city in California may make owner occupancy a condition of building or renting one.
Start with jurisdiction. Within city limits, two divisions of Thousand Oaks Community Development share the job: Planning screens the ADU application, and Building handles plan check and the permit. The city adopted a new ADU ordinance, No. 1747-NS, on March 10, 2026, and in June 2026 the state housing department (HCD) wrote that parts of it did not comply with state ADU law. Where a local standard and state law disagree, state law controls, so we check the current local text against the statute on every project.
Next comes the neighborhood plan. Wildwood, Lang Ranch, Rancho Conejo and Dos Vientos each sit under their own specific plan, and most tracts built in the last few decades also carry HOA covenants. An HOA cannot use its covenants to block an ADU outright under state law, but architectural review still applies, and some plans set their own rules on materials, colors and roof forms. We read the plan and the CC&Rs early so the design passes both reviews.
Then there is the land itself. Newbury Park alone is about 40 percent of the city, a mix of valley floor, knolls and canyons that climbs into the Santa Monica Mountains and the Simi Hills. The city is home to an estimated 50,000 to 60,000 oak trees, and its ordinance protects certain oaks and landmark trees, so a backyard footprint often needs an oak tree permit or a layout that keeps roots and canopy clear. Lots against open space may fall in a mapped fire hazard zone, which brings ember-resistant vents, ignition-resistant siding and tighter defensible-space work.
Finally, some addresses are not city land at all. Casa Conejo, Lynn Ranch, Ventu Park, Kelly Estates and Rolling Oaks are unincorporated islands governed by Ventura County's Thousand Oaks Area Plan, and Santa Rosa Valley to the north is county land too. There, the county Planning Division and Building and Safety handle the permit under the county's Non-Coastal Zoning Ordinance, which HCD found compliant with state law in January 2025.
Published price lists would mislead here, since two units of the same size can land far apart once the site is measured. Type is the first lever. Converting a garage or a wing of the house reuses a slab, walls and a roof, while a new detached cottage pays for all three. A second story over a garage adds structural work and stairs, and a junior ADU inside the house is usually the lightest scope of all.
The ground is the second lever. A flat pad on a 1960s tract lot is simple; a sloped yard in Wildwood or upper Newbury Park may need retaining walls, a stepped or grade-beam foundation, and a soils report before the engineer will sign. Root-protection zones around oaks can push a footprint into a longer utility run or a smaller shape than the owner pictured.
Utilities are the third. The distance to the sewer main or the condition of an old lateral, whether the main panel can carry a second kitchen and heat pump, and which of the four local water purveyors serves the lot all shape the bill. Southern California Edison handles the electrical service, so a panel or meter upgrade follows its timeline. Units over 750 sq ft pick up impact fees scaled to the main house, and fire-zone construction and finish choices make up the rest.

FAQs
Under state law, the agency has 15 business days to call an application complete or not, then 60 days to rule on a complete file for a lot with an existing home. Correction rounds, oak tree permits and engineering add time on top. We track each clock and respond to comments quickly.
Not always the city, even with a Thousand Oaks or Newbury Park mailing address. Casa Conejo, Lynn Ranch, Ventu Park, Kelly Estates and Rolling Oaks are county islands, and Santa Rosa Valley is unincorporated too. We confirm jurisdiction by parcel before design starts.
Often yes, but the city regulates the pruning, removal and care of certain oaks and landmark trees, and work inside a root zone can require an oak tree permit. We locate trees on the site plan first and shape the footprint and utility trenches to stay clear where possible.
Only partly. The Ventura County Assessor values the ADU as new construction and stacks that figure on the house's existing base, which stays put. A larger or more finished unit adds more.
Parking tops out at whichever is lower, one space per unit or one per bedroom, and a tandem spot in the driveway counts. No parking can be required for a conversion of existing space, and garage parking you give up for an ADU does not have to be replaced.
California law keeps homeowners associations from banning ADUs or imposing unreasonable restrictions on them, but associations can still apply reasonable architectural standards. In specific plan areas such as Dos Vientos and Lang Ranch, we plan for both HOA review and city review from the start.
Yes, for terms longer than 30 days. Short-term vacation rentals of ADUs and junior ADUs are not allowed under state law. Owner occupancy is not required to lease a standard ADU.
