ADUs for apartment lots
Multifamily ADU Construction in Thousand Oaks
Apartment owners in Thousand Oaks can add units on land they already hold: new detached ADUs in a parking area or side yard, and conversions of storage rooms, laundry rooms or garages that sit unused.
ADU Rules for Thousand Oaks Apartment and Duplex Lots
California's rules for multifamily lots changed in 2025. SB 1211 now lets a property that already holds a multifamily building add as many as eight detached ADUs, provided the new ADUs do not outnumber the existing units. A fourplex can add four detached ADUs, a duplex two. On top of that, the owner can convert non-livable space inside the existing buildings, such as storage rooms, boiler rooms, laundry rooms or garages, into ADUs: at least one, and as many as a quarter of the existing units.
Where a new multifamily building is only proposed, the plans can still include up to two detached ADUs. These units are reviewed ministerially, like single-family ADUs. Rentals must run longer than 30 days, and the units cannot be sold off separately unless the city has adopted a local ordinance allowing ADU condominiums, which we check before discussing that option.

Where Multifamily ADUs Fit on Thousand Oaks Properties
Many Thousand Oaks apartment properties are two-story garden complexes with surface parking or carports around a central courtyard or along a drive aisle. Those parking areas, side yards and corners of the lot are the usual sites for detached ADUs. Carports and detached garage rows are good conversion candidates, as are ground-floor storage rooms that tenants rarely use.
Duplexes and triplexes on standard residential lots in Newbury Park and central Thousand Oaks follow the same logic at a smaller scale. A rear detached ADU behind a duplex, plus a conversion of the shared garage, can add two units without touching the existing apartments.
Condominium complexes are a different case. Common areas belong to the homeowners association, so an individual condo owner usually cannot add a detached ADU, though the association itself may have options under the multifamily rules.
- Underused surface parking or carport areas
- Rows of detached garages along the back of the lot
- Ground-floor storage, laundry or mechanical rooms
- Side yards wide enough for a single-story unit with setbacks
Utilities, Parking and Fire Access for Multifamily ADUs
Utilities usually set the limits on a multifamily lot. The existing sewer lateral, water service and electrical service were sized for the original units. Adding several ADUs can mean a larger water meter from whichever purveyor serves the property, a bigger sewer connection or a new lateral, and a service upgrade with SCE that includes new meters for each unit. We study capacity early so the unit count reflects what the utilities can actually carry.
Parking is often less of a constraint than owners expect. State law caps ADU parking at the lower of one space per unit or one per bedroom, waives it entirely within a half-mile walk of public transit, and does not require replacing spaces lost when a carport or garage is converted.
Fire access does not get waived. Detached units deep on a lot must be reachable by Ventura County Fire hose lines, and larger projects may trigger sprinklers or hydrant reviews.

Permitting Multifamily ADUs in Thousand Oaks
On city parcels, the Community Development Department reviews multifamily ADUs through the same ministerial ADU path as single-family projects, with the Building Division handling plan check. Because the city's 2026 ADU ordinance drew state review comments, we confirm how the current local standards apply to multifamily lots and compare them against SB 1211 before finalizing a site plan.
We also look at existing tenants. Construction near occupied apartments needs a phasing plan for parking, access, noise and utility shutoffs, and conversions of laundry or storage rooms may require replacing those services elsewhere on the property. Planning for that up front keeps the existing rent roll steady during the build.
What Multifamily ADUs Give a Thousand Oaks Rental Property
More Rental Units on the Same Multifamily Lot
Adding detached units and conversions increases the number of rentable homes without buying more land. The new units share an address, a manager and a maintenance routine with the existing building.
Rental Use for Dead Space on the Lot
Storage rooms, carports and old garage rows often earn nothing. Converting them to ADUs puts that square footage to work, and state law does not require replacing the parking lost to a conversion.
Ministerial Multifamily ADU Approval
ADUs on multifamily lots are approved without a discretionary hearing when they meet objective standards. That is a far shorter and more predictable process than a conventional apartment expansion.
Small Units Avoid Impact Fees
Each ADU of 750 sq ft or less is exempt from impact fees under state law. Studios and one-bedrooms in that range also match what most renters near Thousand Oaks job centers look for.

FAQs
ADUs on Thousand Oaks Apartment and Duplex Lots: FAQ
How many ADUs may an apartment owner in Thousand Oaks add?
Detached units can number as many as eight, but never more than the existing apartments. Conversions of non-livable space add at least one more and as many as 25 percent of the current unit count. Site constraints and utilities may limit the practical number.
Can I sell multifamily ADUs as condos?
Only if the city or county has adopted a local ordinance allowing ADUs to be sold separately under AB 1033. Without that ordinance, the ADUs stay part of the same property as the existing building.
Do new ADUs need separate utility meters?
Separate electric meters are common so tenants pay their own usage, and SCE coordinates the service. Water meter rules depend on the water purveyor serving the lot. We plan meter locations as part of the site design.
Can I build while tenants live in the existing units?
Yes. We phase work to keep access, parking and utilities available, schedule shutoffs in advance and fence the work area. Tenant notices are part of the plan.
Is a duplex treated as multifamily under ADU law?
It is. Duplexes qualify for the multifamily rules, so a duplex owner can add detached ADUs and convert storage, laundry or garage space that nobody lives in.
