Five of our area pages cover neighborhoods inside city limits, where the Community Development Department reviews ADUs. Newbury Park is the largest, about 40 percent of the city's land, and it ranges from flat valley tracts to canyon slopes. Each of the other four (Dos Vientos, Lang Ranch, Wildwood and Rancho Conejo) is governed by a council-approved specific plan, which adds development standards and, in most tracts, HOA design review.
City projects currently carry an extra step. The city's ADU ordinance from March 2026 drew a June 2026 letter from HCD identifying provisions that conflict with state law, so we read each local standard against the Government Code before relying on it.

Unincorporated Ventura County Areas Near Thousand Oaks
Five more pages cover places that share Thousand Oaks or Newbury Park addresses but are permitted by Ventura County. Casa Conejo, Ventu Park, Lynn Ranch and Rolling Oaks are county islands mapped in the county's Thousand Oaks Area Plan, which covers about 3,767 acres. Santa Rosa Valley, to the north toward Camarillo, is a rural community of large lots and farmland.
In these areas, the county Non-Coastal Zoning Ordinance governs ADUs, and its 2024 update has HCD's confirmation of compliance. The Resource Management Agency's Planning Division reviews the ADU, and Building and Safety issues the permit.
How ADU Projects Differ Across the Conejo Valley
Housing era is one dividing line. Casa Conejo and older Newbury Park streets hold early ranch homes with two-car garages, ideal for conversions but often due for sewer and panel upgrades. Master-planned Dos Vientos, Lang Ranch and Rancho Conejo have newer homes, tighter lots and HOA reviews. Ventu Park grew lot by lot from 1940s retreat parcels.
Terrain and fire exposure are another. Wildwood borders a 1,765-acre regional park, Dos Vientos backs onto open space at the city's western edge, and both saw wildfire evacuations or nearby fires in recent years. Flat Rancho Conejo, built partly on a former airport site, sits at the other extreme.
- Older ranch tracts: garage conversions and upgrades
- Master-planned HOA areas: JADUs and matched additions
- Hillside and open-space edges: soils, oaks and fire rules
- Rural acreage: septic, long utility runs and fire access
Checking Your Address Before ADU Design
A Thousand Oaks mailing address does not settle which agency reviews your ADU. Neither does a Newbury Park one. We check the parcel record for every project before design so the drawings follow the right code and go to the right counter. If your neighborhood is not listed here, tell us where you are; we work across the Conejo Valley and will confirm whether the city or the county has jurisdiction.
Water service is just as local. The City of Thousand Oaks, California American Water, Camrosa Water District and California Water Service each serve different streets, with their own meter rules.

FAQs
Conejo Valley ADU Coverage FAQ
Will you take on an ADU beyond Thousand Oaks city limits?
Yes. We work in the unincorporated county areas around the city, including Casa Conejo, Ventu Park, Lynn Ranch, Rolling Oaks and Santa Rosa Valley, with permits through Ventura County.
My neighborhood is not listed. Can you still help?
Probably. Tell us your street or neighborhood in the consultation form, and we will confirm whether we serve it and which agency reviews ADUs there.
Are ADU rules the same across all these areas?
State law applies everywhere, but local rules differ. City neighborhoods follow the Thousand Oaks ordinance and specific plans, while county areas follow the Ventura County zoning ordinance.
Which areas need fire-zone construction for an ADU?
Any parcel mapped in a fire hazard severity zone, which is common near open space in Dos Vientos, Wildwood, Lang Ranch and the hills of Newbury Park. We check the map for each lot.
